Dominican Republic Real Estate Investment & Development Opportunities

Why consider investing in foreign markets?

According to the Meryl Lynch 2007 World Wealth Report,

As the global real estate market has increased transparency and improved liquidity, it has become a less risky investment. Global direct real-estate transaction volumes reached US$682 billion in 2006, up 38% from 2005.

Global real estate investment (including direct real estate and REITs) totaled US$900 billion in 2006 the strongest-ever performance by global real estate markets.

Overall, markets outside the United States performed even better, with strong returns delivered by Europe, Asia- Pacific and Latin America. Record gains in these geographies in 2005 enticed foreign investors to invest even more heavily in these markets in 2006.

In 2006, High Net Worth Individuals (HNWIs) [or multi-millionaires], shifted their allocations from “alternative investments,” which includes hedge funds, structured products, foreign currencies, commodities, private equity/venture capital and derivatives, to seek high returns from real estate opportunities.

It is not surprising then, as our financial advisor survey found, that, in 2006, HNWIs around the world increased their allocation to real estate from 16% to 24% of their portfolios.

HNWIs hold nearly half of their real estate dollars in second and vacation homes, which typically aren’t financed through mortgage debt. Therefore, sales of these homes are less dependent on market cycles and mortgage rates.

The Dominican Republic – Why invest here?

Some brief facts:

  • Since January 8, 1998, there are no restrictions on foreigners purchasing or inheriting real estate in the Dominican Republic.
  • Real estate transactions in the Dominican Republic are governed by Property Registry Law No. 108-05 and its Regulations, in force since April 4, 2007. Ownership of property is documented by a “Certificates of Title” issued by Title Registry Offices.
  • Title insurance is widely available through such internationally known companies as Stuart Title and American Title.
  • The tourism incentive law 158-01, modified by law 184-02, establishes tax exemptions for certain areas of the Dominican Republic. This law provides important tax incentives.
  • For 10 years, these properties are exemptions from
    • transfer tax,
    • property tax,
    • income or capital gains taxes, etc.

    The tax exemptions apply to the first buyer: the person who purchases a new unit directly from the developer. However, most property owners hold their title as a corporation. The shares of the corporation can be transferred without effecting the ownership of the property. Therefore, the property and all tax exemptions transfer to the new owner. This is a significant advantage for resale.

    Another factor that may impact on the return on your investment is tourism. With the boom in the tourist industry, high rental returns are more achievable than in many other destinations that are said to be “investment hotspots.”

    With the increased amount of tourism comes an increased need for rental properties. The ability to find a long-term rental property is becoming more difficult, but for owners of high quality property, the return could be quite lucrative.

     

    Some Examples of Recent Investment

    Americans Dan and Ruthie Moller visited a nearby villa four years ago and decided to build one of their own. A $3 million, 18,000 square foot spread, complete with a private beach, will be ready later this year. They will use it as a family retreat, but also rent it out to other Americans for $15,000 a week.

    Wall Street money manager Boykin Curry and a group of investors recently took the plunge on the island's north coast and bought up to 2,000 acres to develop in Playa Grande at a bargain $55 million - golf course included.

    Recently a German businessman sank $50 million into a marine adventure park on the north coast, Ocean World, which has been drawing tourists from all over the country.

    Even Hollywood is taking notice. Recently Brad Pitt was flying about the island looking for his piece of paradise. Fellow actor Vin Diesel is planning on building in Boca Chica and Robert Deniro is also actively looking.

    Successful investments aren’t all ultra high end properties. A thirty-six unit apartment complex in El Corticito, built last year, has units selling at an 80% increase in value over the last year.
